Is there a broken fences theory?
Whether employing the broken windows theory actually affects the incidence of other types of offenses and violent crime is debatable. What is not debatable is that broke down **** in the heart of the community — and at the intersection of two popular thoroughfares in the District — just looks bad and screams "ghetto" louder than the realtors trying to sell high priced homes in transitional hood touting their luxury. It's also depressing. As depressing as empty retail storefronts all over Shaw. The shell of the Historic O Street Market doesn't help. But at least the O Street Market is finally on the road to being resurrected in stunning glory.

When I spoke to DPR Director Clark Ray, during is walk through of parks in the area in January this year, about the fence at the Rec Center, he informed me that DPR was waiting on the insurance money from the auto accident that caused the damage. Doesn't DPR have a budget for incidental stuff like this? Apparently, Ward 2 Councilmember Jack Evans in still planning to renovate parks in the area but that remains to be seen.
That pig in the yard now seems like someone's idea of bad a joke?
