Church Officials bar me from ECCA meeting and church
I usually have no desire to attend the East Central Civic Association meetings conducted by Mr Leroy Thorpe. The last time I attended one of these meetings in January, Mr Thorpe instructed a Third District MPD officer to eject me from the meeting. However, on Monday, February 4, I planned to attend the meeting at the request of my constituents who reside on Wiltberger Street who had received a notice, from Mr Thorpe regarding the Historic zoning designation which they are seeking for their block. The Historical Preservation Office was seeking to make a presentation before Advisory Neighborhood Commission 2C, but Mr Thorpe -- who drafts the agenda for Commission Chair Doris Brooks, in his status as her executive assistant -- insisted that HPO first make a presentation before the ECCA before he would allow them to make a presentation before the ANC. Wiltberger Street is in the northwest corner of my single member district, but it is outside of the service area of the ECCA.
My constituents informed me in advance of the meeting that they were concerned that Mr Thorpe would attempt to thwart their efforts to obtain a historic designation for their street and asked me to attend the meeting to support them.
When I arrived at Third Baptist Church, where the ECCA meetings are always held, several of my constituents and representatives of the Historic Preservation Office had already arrived. Councilmember Jack Evans and his staff had also already arrived; in fact, Mr Evans was addressing the meeting attendees when I entered the church and took a seat in the back of the room.
The moment I sat down, Mr Thorpe left his seat near Mr Evans in the front of the room and walked passed me to speak to church officials in the church lobby. Next, a gentleman, who introduced himself as Deacon Smith, asked me to step into the lobby. Outside of the meeting, Mr Smith informed me that the church would be filing a barring notice against me.
I asked Deacon Smith why I was being barred from this church. I informed him that, according to the law, if the church filed a bar notice against someone -- as opposed to simply asking that person to leave -- then that person would never be able to enter the church again without the threat of being arrested which such a bar would carry with it. I added that this would be the case even if the person who they barred wanted to attend their church on Sunday morning or for any other weekly service or activity or function.
Mr Smith replied, "We allow this group [ECCA] to use our church for their meetings and they have a right to bar trouble makers and those who cause dis-order."
I asked Deacon Smith what I had done to deserve being barred. He told me that I was identified by Leroy Thorpe as a "trouble maker." I informed him that the only trouble I had caused Mr Thorpe occured when I defeated Thorpe him in the 2006 ANC election. Deacon Smith claimed that the church doesn't get involved in politics and that "this church is in the business of saving souls."
I asked, "How can this church be in the business of saving souls when you are barring people from entering the church?" I told the pastor that by doing the bidding of Mr Thorpe he was involving the church in politics. I asked the pastor if he would file a bar notice against every person who lived on this block if Thorpe directed him to do so. The pastor indicated that my question was "silly" because Mr Thorpe would never do such a thing (obviously he doesn’t know Thorpe that well).
I am disappointed with Third Baptist Church for taking the very serious and extreme steps to bar my constituents from a meeting solely on the word of Mr Thorpe and without any verification on the veracity of his complaint. As an ANC Commissioner, my job is to represent the interests of my constituents and those in my single member district. Representing the interests of the church as an organization in my single member district is also one of my duties. In this instance, Mr Thorpe has done a disservice to the church by putting them in a position in which they as a religious organization, are clearly uncomfortable. Indeed, in ejecting me from a meeting which I attended only to serve and support the requests of my constituents during a forum with other District government representatives, the church's actions are inappropriate.

Secondly, I would like to know why once Jack Evans realized that other duly elected officials were being kept away, why he didn't just get up and leave?
His continued presence only serves those who bar the door. How would he feel if he was barred from Shaw neighborhood meetings? Why is he even entertaining these characters? It's not like he needs to convince them to vote for him as he doesn't have to deliver on very many promises to Shaw (as compared to Georgetown at the other end of his district).
Finally, the obvious direction of the police officer in the video is even more serious. If he was acting as a private security guard (as it appears), then why was he in a MPD uniform? Or was he on the city's payroll at the time? And if so, then why wasn't he deployed to 7th & 0, where his presence just might prevent another shooting?
This congregation should be ASHAMED of its leadership.

This church is obviously not in the business of spiritually serving the world or its own community. I wonder if the so called "deacon" has ever even read a bible. It's a pretty church. It might be more useful as a really nice condo some day once it's illiterate leaders meet thier Maker (or that other Guy).

Jack's not a bad guy, just a bad representative for the Shaw community.
Time for a change..
Any property owner may file a bar notice against individuals who come onto their property. However, such action is usually taken against persons who are being dis-orderly, causing mischief, harming their business or breaking the law.
They can learn and grow (up) and change with the times in the best interests of their base and others they represent. The ECCA President can't. Watching him implode as the community and becomes more liveable, populous and diverse is more intriguing than watching the latest pop star fall. It's also very sad. For all of his strengths and charms, his many shortcomings are now being exposed and show that he's just not up to the task any longer.

Did your constituents informed you that ECCA supports Wiltberger Street? As an ANC Commissioner, your job is to represent all constituents, not just a chosen few. You have not been a good ANC representative at all. That's why you don't get the respect you should get from some of us.“
Like Si, I'm wondering if a "Bar Notice" is a legal process. If so, surely it would require some kind of inquiry to have it imposed, rather than take effect solely on the unsupported claim of one individual.
Unfortunately, the truth is that LT thrives on this sort of stuff because it shows that he can still throw his weight around and stick it to the evil "gentrifiers" that "homnoir" dislikes so much and that people like Jack Evans and Deacon Smith will meekly condone his antics. I'm sure he'll keep doing it as long as it brings him the attention he craves.
I'm sorry that Kevin got caught up in this mess, but he did nothing wrong and, as usual, comported himself with dignity and restraint. I'm no fan of the "historic district" designation, but if the residents of Wiltberger Street want that, then they should be able to bring it to the ANC without having to go through LT, particularly since it's not even in the area that the ECCA allegedly serves. Too bad they fell for his bullying.
The church, hypocritically, legally barred me from its building going against its own credo, "All are welcome" and all christian teachings, giving authority to Mahdi T over Christ himself. I'll be speaking to the Pastor about that this weekend directly. They did it for no valid reason other than that Mahdi T is intimidated by Mahdi M or anyone else who wants to ask valid questions about his questionable leadership in the community.
And explain what Kevin did to justify the church officials or even Leroy throwing him out of a meeting which his constituents on Wiltberger asked him to attend. Take some time and think real hard about it. And try to be honest with yourself.
If you disagree with your elected official, your recourse is to elect someone else next time around. This is democracy. There is no such recourse for those that disagree with Mr. Thorpe as he is not elected. This is dictatorship. Do you choose dictatorship over democracy?
Welcome back. The CCCA is a new organization that has brought in residents who've been turned off by the local politrix of the past. Some of those residents did the distribution this time and I would not fault them for not knowing where Leroy lives. They just tried to reach out to as many people, old and new, as possible, without discriminating. They did not reach everyone, but I'm sure outreach efforts will be stepped up as the CCCA grows. It's a very diverse organization even strarting out. You should stop in when you have time.
If Leroy doesn't want fliers from anyone, he's probably going to have to put up a sign on his fence so the those who don't know his house can avoid it.
you don't know me & i don't know you. who are you to label my opinion as hatred ? and last i checked, in this democracy that you SO PREPONDERANTLY defined, i have a right to weigh criticism or do i need your permission first ? lastly, i don't need your advice on what action i should take regarding political choice - sovereignty is also a characteristic of a democracy.

One minor point - you said that somebody leaving a flyer on Leroy's fence "set him off". As an adult who is mentally competent, I am solely responsible for all of my actions. Whatever I do, I am responsible for it, no matter how much somebody else might have antagonized me. That's part of being an adult. If Leroy bullies church officials, it's his responsibility and nobody else's. If church officials give in, it's their responsibility - and I applaud them and thank them for taking responsibility and taking corrective action.
A man is judged by his words. Your words "kowtowing, obsequious, sycophantic, negro that he is) -ain't nothing but a puppet" sound like hate to me and probably most people. You do not seem to understand the difference between respectful criticism and rude slander.

But as I'm sure you've been able to read by now, the MPD and church officials have reversed their actions and refuted Mr Thorpe's wishes. The ECCA must now have open discussion meetings. We will be there to ask the hard questions and challenge Mr Thorpe's actions and ridiculous pronouncements whenever we like and we will keep a good record of everything.
To help you understand the world of business a little better, as a part of ANC2C02 Inc., Kevin Chapple and I both have financial interests and investments in the web and print publications. But Kevin has executive authority over everything as President of the LLC. My role is little more than production staff and executive assistant really — although he gave me a silly title of COO or something like that, which I hardly deserve.
