“All Are Welcome”? ECCA Pres. Expels Govt Officials & Citizens from Meeting Without Reason
On the notice board in the foyer of the Third Baptist Church at the corner of 5th & Q, it says "All Are Welcome." This church hosts meetings of the ECCA which is definitely not welcoming to all.
At the October ECCA meeting, the ECCA board derided a local resident for being a homosexual. After that meeting Leroy Thorpe, the president of the ECCA, said that this same local resident would be barred from future ECCA meetings. That resident, subsequently, spoke with several MPD and other government officials and was told that such a bar was not enforceable or legal.
When this resident showed up for the ECCA meeting this evening with a neighbor, Mr. Thorpe brusquely instructed both of them to leave. The two police officers initially present at the meeting escorted the two residents, who live on the same block where the meetings are held, out of the meeting without conflict or fuss.
After a half hour or so, Sergeant D. Bracey and Sergeant M. Jackson arrived on the scene responding to the first two officers' repeated calls for assistance. Sgt Bracey was quite emphatic about the fact that Mr. Thorpe had no authority to bar these citizens people from such a meeting, she was overheard making a fews calls to speak with her superiors at the MPD to keep them abreast of the situation and confirm procedure. Then, all four police officers escorted the two local residents back into the meeting.
At this point Mr. Thorpe walked to the foyer where he loudly started an arguement with the police. Meanwhile, Armond Spikell from Roadside development was speaking about the O Street Market development, and struggling to be heard over Mr. Thorpe's yelling which was filtering through the door. Next, Mr. Thorpe left his own meeting to hustle home and grab a copy of this complaint letter, presumably to vindicate himself. When he came back and the police clarified that the complaint didn't bar any citizen — or MPD officers, for that matter — from a civic association meeting, he had another temper tantrum in the church foyer.

After collecting himself, Mr. Thorpe reentered the meeting, clearly defeated, silently (but fuming), and then announced that the public part of the meeting was over and demanded that all government officials including a representative from the Mayor's office, MPD, and nonmembers leave the meeting. Oddly, at least one favored nonmember was allowed to stay, though, according to the ECCA bylaws, she cannot be a member since she to lives outside the boundaries of the ECCA. Aren't double standards great? Once again, after several vehement requests, Sgt. Bracey demanded to re-enter the building, but as she and the ejected citizens re-entered the meeting, Mr. Thorpe gavelled the meeting to a chaotic close.
Why is he so fearful of dissenting voices? Maybe he does not want any discussion of the ECCA computer scandal in the meeting.
Second Northwest Coop Tenants Assoc. President, Ann Hil, and Earline Matthews, another member of the board of Second Northwest Coop, took the badge numbers of all the MPD officials; there were threats of going to the Third District headquaters to file PD99 complaints against the officers. And if that weren't enough, before the entire fiasco ended, Earline Matthews, threatened one of the individuals ejected from the meeting — who was attempting to video record the incident with his handy point and shoot camera — saying, "I'm gonna get my sons to beat the hell out of you!" At this point, all of the MPD officers present surrounded Ms Matthews, informed her of the illegality of making such a public threat, and detained her on the street until she came to her senses. The recipient of that threat, at this point, apparently has no intention of filing the appropriate misdemeanor charges against Ms Matthews in hopes of de-escalating the entire problem and sparing her and her sons from any conflict with the justice system.

What an unbelievable waste of those officer's time, and what a tragedy for the neighborhood that this person continues to exert influence over anyone...let alone gov't officials..

It is outrageous and unacceptable that our police force is pulled away from the important work of keeping our streets safe in order to deal with Thorpe's pettiness.
Thorpe, you're wasting our precious tax dollars, time and police resources because you can't deal with opposition, nor conduct a civil public meeting. Thanks to you Shaw was a more dangerous place last night. Stop it now.
Sergeants Bracey and Jackson should be commended for upholding the law. If there are any PD99's filed in response to this, I hope you post about it here. I also hopes the community 'shouts them down' to make it clear that we support our officers upholding the law and enforcing public meetings to actually be public.
When's the next meeting? I'd like to invite all my friends.

When different groups try to lobby developers for amenities, that shoud ideally (though not necessarily) serve the general public, these conversations should be more open. We don't need more treeboxes with Leroy's name on them. And let's not give Leroy and his friends any more computers, please.

It is nauseating that our public officials such as Jack Evans, MPD Chief Lanier and others continue to suck up to him.
I heard,I agree that a public meeting is a public meeting; and many concerned members of the community it represents should be there: after reading the agenda we were informed that two (2) members of the board were not able to attend and we began with an update by Armond Spikel, Roadside Developement,on the status of the "O street project"; at the "Q&A" point the fireworks began with the announcement about a "Bar notice" when Mr.M.Moulton and friend entered. This was the first time I ever heard of this "action" in a public meeting. Their are some big exaggeration in some of the accounts of what happened next but many are true; all individuals were loud, the meetings Q&A was informative and not disrupted by the argument, Moulton was just as loud as Thorpe and his friend, MPD was trying to calm the situation, M.Bjore,from the Mayors office was present but left when Thorpe stated that the meeting was closed. Later, on the outside, more conversation and raised voices especially when Moulton was observed taking a picture or two and Ms.Matthews responded by saying that she did not want her photo taken and yes, Ms.Hill did ask for the officers names and badge numbers as the right of all citizens.In the heat of any argument many things are said and that,apparently,occurred causing an apparent overreaction because,in my opinion,a lot of people that night were behaving rather childishly. Washington is growing and changing and because of that many people seem to believe they're going to be left out or some are trying to claim more than their share,WE NEED TO WORK TOGTHER OR WE'RE GOING TO LOSE IT ALL; and whoever takes over will not care for anything WE have tried to accompolish and that is a fact of life.
Mahdi Thorpe has repeatedly been invited to work with the elected ANC2C2 Commissioner, but he has consistently resisted such cooperation. Eighteen + years of service as a publicly elected figure hasn't made him a better public servant. Indeed, he seems to be in rapid decline in many respects.
Sometimes old school isn't better; it's just old.
The MPD in this instance seems to have properly identified the real menaces in this situation. Look who's filing the PD99 complaints and ask why they are doing that. Do officers peacefully enforcing the law deserve to have complaints filed against them?

Dear Mr. Evans:
I was forwarded several e-mails today in reference to the ECCA meeting on Monday, October 5, 2007 in which I attended along with several other members of Second Northwest. None of these people, who are doing all the talking and sending e-mails to all their friends, attended this meeting.
Mr. Martin Moulton did attend the meeting and of course was his usual self, very disruptive, disrespectful, and acted like a complete idiot. He was escorted from the meeting by the officers who attend the meeting because of this of behavior. Mr. Moulton is putting lies out about Mr. Thorp and I don’t appreciate it at all. I don’t know what this man has against Mr. Thorp, but I am getting tired of it.
We can’t seem to have a good meeting without this man acting like a fool and this is why he was barred from coming to the ECCA meetings. I don’t know what he is trying to prove, but he is a complete a--. Mr. Thorp was voted as president for the ECCA and if he doesn’t like it then he needs to stop attending the meetings. He must like getting put out each month because he continues to come.
Several of the members including myself and Anne Hill have spoken to Mr. Thorp about exchanging words with this man and others and he has been doing extremely well in doing this.
Mr. Moulton today put lies out about me threatening him this is a lie. The Police Officers that were present at the time did not hear me nor did the other members who attend the meeting. I asked Mr. Moulton not to take my picture and he continued doing so, and of course I got angry.
This Brian Smith, did not attend the meeting, but seem to have a lot to say about the meeting. All of the people in the neighborhood he sents e-mails to are conspiring against Leroy Thorp. They have their little clicks and continue to keep lies going on all the time. They want us to act ugly and sometimes we have. Since I have been in the area, I have experience Mr. Thorp as being a community leader and like to do for the neighbors. Because he is not the person they want him to be they seem to think he is wrong, but he is a no nonsense person and will not change for no one.
The officers that was called to this meeting was called by Mr. Moulton not Mr. Thorp. So that is another lie. We usually have one officer at the meetings to give us a report about crime in Ward 2. This officer is usually the one who put this man out. The officers did say that Mr. Moulton has a problem.

I doubt anyone can file any sort of official criminal complaint against those ejected from the meeting. Maybe we should have the Church trustee come in to testify in the case and see how long the church wants to be embroiled in the ECCA problems. Maybe they will stop hosting ECCA meetings. Maybe the Mayor's office will have to get involved since two employees in the officer were ejected from the meeting along with all of the MPD officers.
Things may need to be stepped up a notch in order to make things better. Down with the ECCA. The revolution will not be televised.
