3rd District MPD Priorities ...
I've said it before, and I'll say it again. It's no wonder we can't get better MPD service and more effective solutions for the ongoing crime problems we face in Shaw when they spend more time falling all over each other to enable and empower deposed tyrants by processing petty complaints (see page 2) than responding to calls for service (311, 911, gun shots, etc. etc. ...) from ordinary citizens in our community.
When the District Government begins to treat ordinary American citizens like a certain regime treated Sophie Scholl at the behest of tyrants who have no regard for the first amendment, we definitely seem to be progressing in the wrong direction. ... I'm just sayin' ...

I expect there will be a big MPD crackdown on all the Chinese take outs that distribute menus next — not to mention all the JW's they may need to start tracking down.
I met personally with Seargent Michael Penn at MPD headquarters about this report very early this morning, some time after he reportedly went to the complaintant's home to discuss the matter after it was filed with the MPD. It seems that gun shots and muggings aren't nearly as big a priority for Cathy Lanier, Commander McCoy and their officers as serving the personal interests of officials they take so much time to prop up and give special attention.
I wonder how many MPD officers responded to and addressed each complaint from our beloved seniors in the Asbury Dwellings about the daily nuissances and tresspassing that occurs in the windows of their homes by rude vagrants. Do these offenders get personal contact from MPD Captains in the middle of the night to advise them to stop sitting, urinating and defecating in the windows of our seniors? ... I'm just askin' ...

It's sad when ONE guy gets more response and action from the MPD than more than 100 of the oldest residents in Shaw and many others, included elected officials, who advocate on their behalf.
It seems this type of reaction from a certain individual has been experienced by others. I wonder if there are enough people in the same situation to form their own zip code — or possibly their own Ward. ...

As for The Complainant, all I can say is, for such a tough-talking, swaggering big guy, he certainly seem to collapse onto his fainting couch at the slightest provocation. The sad thing, as you note, is that MPD higher-ups come running to him with the smelling salts like they're his household servants.
Title 22, Section 504. ASSAULT OR THREATENED ASSAULT IN A MENACING MANNER. 1901. Amended 1993.
"(b) Stalking -- Any person who on more than 1 occasion engages in conduct with the intent to cause emotional distress to another person or places another person in reasonable fear of death or bodily injury by willfully, maliciously, and repeatedly following or harassing that person, or who, without a legal purpose, willfully, maliciously, and repeatedly follows or harasses another person,is guilty of the crime of stalking and shall be fined not more than $500 or be imprisoned not more than 12 months, or both. Constitutionally protected activity, such as conduct by a party to a labor dispute in furtherance of labor or management objectives in that dispute, is not included within the meaning of this definition.
(c) Any person who violates subsection (b) of this section when there is in effect a court order imposing a temporary restraining order, an injunction, a temporary protection order, civil protection order, stay-away or not contact order, civil restraining order or any combination thereof, prohibiting contact between that person and the individual who is the victim of the conduct described in subsection (b) of this section shall be subject to the penalties set forth therein and in addition shall be required to give bond, for a period not exceeding 1 year, to ensure compliance with the provisions of this section.

(e) For the purpose of this section, the term `harassing' means engaging in a course of conduct either in person, by telephone, or in writing, directed at a specific person which seriously alarms, annoys, frightens,or torments the person, or engaging in a course of conduct either in person, by telephone, or in writing, which would cause a reasonable person to be seriously alarmed, annoyed, frightened, or tormented."

Please send a patrol officer to my home and I will file a report. When the report is ready, please let me know so that I can pick up a copy for my records. I will forward information on other stalkers when they drop off literature at my door.
This is America, where all citizens should be treated equally. Cut out the special treatment that elevates some citizens above others.

Thank you for sending our community Assistant Chief Diane Groomes. It's good to know that when the Jehovah Witness' come around knocking on doors and spreading doom and gloom I can simply ask Assistant Chief Groomes to hand deliver a request that they stay off my private property and stop stalking me. And come to my home and take a report so I can have a record for my files.

If the Lanier/Groomes level of responsiveness is a sign of the new efficiences that have come with the restructuring of the MPD, then we should be getting rid of that ugly red spot over our neighborhood.

MPO Jermaine T Wilson (#3441) was actually the officer who stopped by the house (at least he was the officer who left his card). Although I gave my cell number to Chief Lanier, the officer apparently only knocked and I didn't hear the knock on the door due to the pitter patter of rain on the roof. His note:
Responded to your location. Was not available. Please call when you can. Thank you.
I called 311 and spoke to a very nice Operator #501031 who took the follow up call to request that an officer come back out to take the report.
Sgt. Keirn (#S-820) stopped by the house just before midnight and took my report. We had a good conversation about the work the MPD is doing and we agreed that things are better today than they were year's ago.
Lt. Ralph Neil called me at 7:59am today to follow up and make.
This new level of responsiveness and baseline for action is very heartwarming. Now when we see people lurking about on the streets, harrassing people, using drugs in public, trespassing on vacant property, I expect we'll see improved attention to these more serious citizen complaints from the MPD whose job it is to serve and protect us and whose salaries are paid by our tax dollars.
What are all the sources of his income?

I contacted Lt. Neal on Sunday about huge gang tags that went up in the alley between Ridge and N last weekend, as did another neighbor.
Haven't heard back from him. But I'm sure he's real busy with more important stuff.
