COPE was founded in 1988 by Mahdi Leroy Thorpe Jr and Imam Taalib ’Abdus Samad to work with the DC Police to eradicate crime and drugs in DC. COPE, since 1988, has reportedly shut down 56 documented crack houses and hosted over 120 anti-drug rallies in Washington DC. COPE works to rehabilitate those on drugs and sellling drugs [by encouraging them to follow the teachings of] Islam.
